What would be cheap available solution to pump water 40 to 60 foot high. Can I build something to utilize wind power or solar power and some technique to lift water cheap? I like to use as little money as possible for this task.

Yep, it would be called a windmill … and they have been used for hundreds of years. It has a wheel-shaped set of fins on the top that the wind blows and turns, which in turn rotates a shaft attached to a pump underground. The pump moves the water above ground.
RE: Windmill Answer.
I know that the Romans used the Waterwheel (similar)
to pump water out of mines in the old times.
If the shaft was too small or too deep they would use a series of them on different levels (stacked) only they were powered by
having a slave or an animal walk on steps that were built onto the outside of the Wheel.
Also if there is a scource of fast moving water, a turbine could be used to generate electricity for a pump if you are off the grid.
I dont know if this provides an answer or only inspiration.
Good Luck.
