For a Science Project. I plan on getting a 1.5v solar cell from sundance solar but I don’t know if it can power a light bulb. I also don’t know how I can hook it up. Please help!

Most flashlight bulbs take 3 volts are perhaps 300 mA.
That solar cell puts out half the volts and probably a fraction of the required current. So NO.
Get two and put them in series, and you may be able to light a red LED.
