if u connect the panel to the device,there may be voltage variations,and the device may mess up,if use a battery,the device take power from the battery and the solar panel recharges the battery,there wont be any voltage fluctuations,surge,spikes., etc…..

Actually it is not a must.

What happens is that most of the time the voltage/current output of a solar panels is not suitable for most devices (most devices at home use AC power and solar panel produces only DC power) or you need a stable source of energy (available all the time) which you can not get with only a solar panel which output depends on the solar light (unstable power source ).

If you get suitable devices (you can get them in some stores) for solar panels and you do not need a stable power source, you can use solar panels directly, for example, in remote places in normal to use solar panels without batteries to pumps water whenever there is sunlight, the pump has to be a suitable one for solar panel power.
