They do neither. They create electricity by converting thermal sunlight
Solar panels create energy!
This way they save or substitute conventional energy.
Solar (water-heating) panels only save energy by reducing your electricity demand on your grid-electricity supplier. When considering this question, don’t forget the ‘energy-use footprint’ from manufacturing the solar panels (from raw materials to the finished product).
The same applies to photo-voltaic panels.
So, you could say that once they have ‘saved’ as much energy as it cost to manufacture and install them; THEN they would be saving energy.
Similarly, you don’t start to ‘save’ money until the cost of purchase, installation (and, perhaps, a maintenance contract) have been covered by what you have ‘saved’.
