Certainly. I have seen roofs in Europe being used for Hot Water and other neato things, some in US also.
25 years ago, I used radiators painted mat black on both sides of my roof to collect the sun’s rays and heat water to near boiling.

Your roof will not work as a solar panel without mounting such a panel.
They CAN be mounted ON the roof, but do not expect them to do the same job as the roof’s covering material in keeping out rain, etc.
